The Beyond the Horizon Project provides consultancy services for organisations working at the intersection of infectious disease, public health policy, and community service systems. Our work focuses on real-world challenges where frameworks fall short, services operate in silos, and non-clinical actors are critical but often overlooked.​ We specialise in turning research into strategy. This means helping clients design evidence-based models that work effectively in practice, particularly in complex environments characterised by housing, migration, and health inequality.

What We Do
We support local authorities, research teams, and frontline organisations to:

Develop integrated policy frameworks, co-creating operational models that connect public health teams with non-clinical actors, especially housing, support services, and migrant outreach. Frameworks are evidence-grounded and built for implementation.

Map systems and stakeholder roles
Identifying networks, coverage gaps, and decision points through formal mapping, service pathway analysis, and direct engagement.

Design and support applied research
Structuring mixed-methods projects, developing practical tools, and translating findings into usable outputs for policy and service improvement.

Integrate third-sector services into health planning
Helping embed community organisations and housing providers into infectious disease control efforts giving them a recognised role in outbreak response and continuity of care.

Advise on outbreak preparedness and continuity planning
Supporting strategic planning for hard-to-reach or high-risk groups, with a focus on system resilience, coordination, and practical risk communication.
Current Engagement
Tuberculosis (TB) Framework – UKHSA & Liverpool City Council
Beyond the Horizon is currently contributing to the co-development of a regional TB management and treatment adherence framework for the Liverpool City Region. The focus is on embedding non-clinical organisations such as housing providers and third-sector services into localised response structures.

This work is underpinned by doctoral research funded through the Liverpool John Moores University Vice-Chancellor’s PhD Scholarship, awarded to the project’s founder. The consultancy dimension builds on that research, extending its applied relevance into strategy development and public health planning.
